Frugal or _______??

So my husband and I took the two little ones to Golden Corral for Valentine's dinner tonight. It is their absolute favorite place to eat. We had a nice dinner, however there was a crowd.... I don't know about you, but my favorite thing about a crowd (if there can be such a thing) is people watching! No, I don't sit around and creepily stare, lol. However, I DO notice things that stand out.

There was a lady sitting in front of me (facing me, making it even more awkward) with a HUGE, I'm talking MEGA, purse in the chair beside her. I watched her wrap two steaks in napkins and sneak them into her purse. I assumed a snack for later. A little later a few more large wads of napkins go sneaking in. Really, I wasn't staring, it just kept catching my eye because she was only about 6 feet from me. After a little bit, the lady and her guy returned from the dessert bar carrying 6 (yes, 6) heaped over bowls of candy. Orange slices, M&M's, gummy bears, etc. All this got rolled up in napkins and thrown in the purse. The purse was SO stuffed, I started wondering what else she shoved in there before I noticed lol.

My question is......do you think this is being frugal on a weird level or is this stealing?? I mean I guess I have been guilty of grabbing a few extra ketchup packs or napkins and such and sticking them in my purse for possible future use.....
